５. Cosmetics Consumption

The national average annual cosmetics expenditure by households of two or more persons, as extracted from the Family Income and Expenditure survey by Statistics Bureau of Japan, Ministry of Internal Affairs and Communications, was 35,454 yen in 2002. It declined by about 3,000 yen over the course of two years from 2004, to the 32,000 yen level in 2006. After that, it gradually increased to 37,794 yen in 2019, but then decreased again to 34,472 yen in 2021. Tokyo has been rising and falling repeatedly, but has kept rising overall, and has generally been above the national average. (Fig.10)
